CSV exports are the most common failures when you want to export because they are not able to support rich formatting or special characters. The best way is to use a dedicated PST to VCF converter, as VCF supports all kinds of characters, accents, multiple phone numbers and custom labels.

Opening
Checking characters with accents in the contacts
Converting PST to vCard format, which is compatible with Unicode
Loading the VCF file on your phone or Gmail, and everything is perfectly displayed.
